check the RPCS3 compatibility list. last of us has some issues. i just tried it on my office pc (admittedly not the best for gaming) and it booted to the main menu with about 3-5fps, almost maxing out my cpu (ryzen 5 1600 6-core 3.2ghz) and barely touched the gpu (GTX 1050 ti) . check your pc specs too as some games are more demanding. you may want to try playing with the emulator settings.

not the same issue exactly but all the games are running an average of like 8fps, could be hardware or it could be some of the games are just not working properly idrk
