I remember googling this once before and the only person who had the exact same issue shared their error logs but it apparently showed a pirated copy, so it's possible (aka this isn't confirmed) RPCS3 doesn't play nice with pirated games.

check the RPCS3 compatibility list. last of us has some issues. i just tried it on my office pc (admittedly not the best for gaming) and it booted to the main menu with about 3-5fps, almost maxing out my cpu (ryzen 5 1600 6-core 3.2ghz) and barely touched the gpu (GTX 1050 ti) . check your pc specs too as some games are more demanding. you may want to try playing with the emulator settings.
