I just realized this is on the manual project board, lol. If you're asking about vita manuals, they are probably able to be upload and listed whenever. I assumed you were talking about games, but if you are talking about manuals I (personally) see no reason to wait the two year period just for vita manuals. It's all up to vimm at the end of the day
Even if the vita was currently considered legacy (its not), vita emulation is majorly unstable and early in development by most standards. Vita 3k, the most known vita emulator, only has 4.8% of the games fully playable, with 48% not even booting. You can find the games on other sites if you look for them, but they likely won't be hosted here for a while.
