I have one guess that is most likely wrong, but still worth a shot: You may have an app or something that has an in-built ad blocker or is acting finicky. I only use a free version of Malwarebytes, but I'm not sure if Norton, McAfee or anything similar have any ad-blockers. That or they could be running afoul.

Hmmm....yeah if you enabled ads then I’m at a loss. Hopefully someone else can see all the specifics you put here and know what’s up.
