How to upload a ROM?

There is a patched version of Mega Man Star Force that I feel would be a nice addition to this site. It's supposed to amp up the games' features and make it a better experience. You can find about it on the web by searching up 'Mega Man Star Force DX'.
Anyway, since there are some modded games in here (like Mother 3), I'd like to go ahead and suggest you to add this to your collection, Vimm.
