unless it's specifically a ROM hack that hacks in a higher drop rate for shinies, no.
ROM stands for Read Only Memory. That is what literally the memory chip on a cartridge is.
All a "ROM" is, is just a ripped copy of that data that you then load into an emulator.
That's it.
It's not different or special to the original game because it is the original game.
All the same ones and zeros.
