Missing game in SNES vault?

Super Noah's Ark 3D doesn't seem to be in the SNES vault. (It was the only unlicenced SNES game, by Wisdom Tree and is rumored to use much of the code from the SNES version of Wolfenstein 3D.) Is this because of emulation issues, or has no ROM been found?
