Sorry I was going on a hunch that emulators with plugins were set like N64 emulator. The type of emulator I"m trying to set is the PS 2 emulatornsx2-0.08.1. I noticed there was a folder for plugins and that's where I got my hunch.
It depends on the emulator and game. Most emulators have graphics, audio, and controller plugins that you need to set separately. Some also have CD-ROM plugins if you want to play the game from a CD (PSX for example). You will need to be more specific if you need help with a certain emulator or game config.
