It's been like that for me too over the last couple of weeks. I don't use any VPN or download accelerators but every time I try to download a PS2 ROM I get the same message as you do.
Would be great if this could be fixed.
Whenever I try to download a rom, it asks if I am a bot and for me to disable any download accelerators and VPN and try again. But I don't have any VPN or download accelerators. Please help!
