First of all, I apologize for the delayed response.
Second, when you say "cursor", do you mean the light gun for the NES? If the answer is Yes, then it's controlled with the mouse. You might need to enable something through Windows XP in the Properties section to get the game to respond to the mouse.
When Loopy responds to the mouse, you'll see a set of crosshairs. If it doesn't show up, go into the configuration menu and have Controller #2 set up as "Light Gun", IIRC.

I tried the one you had the link to but same thing happened when I got into the emulator. No cursor movement. Do you know how to get teh cursor to move in Loopyness.exe?
