Yeah, the policy does seem a bit weird because I recall Just Dance 2018 or 2019 being added pretty much a few days after its release? I might be remembering it wrong, but still.
Vimm has always held a policy to only handle games and systems that are two consoles out of date (ps4 being current making ps2 emulation viable as an example). Beyond that, couldn't say what his thoughts are on piracy and such
