So, the problem is actually Dolphin, and not the game?
Well, at least I have an answer now, but according to that wiki, the best audio fix there is right now is to use an older version of Dolphin? That's a shame, and I wouldn't try it just for one game, but RE 2 audio tends to fail too, so I'll give it a try.

If you're on an older version, it seems like they don't run RE3 well.
