I was able to find some dumps, but not the one's your looking for.

For Captain Tsubasa 3, I was able to find a dump of the japanese game:

I downloaded it and it works fine for me. I was unable to find a translation, though. 

For Tecmo Cup Football, I was able to find a few translated versions of the Japanese Captain Tsubasa version here:

You may want to check romhacking.net once in a while, they often have some more obscure translations.

Thank you for the Captain Tsubasa game on the NES vault, but i want two other games in English. I know they'll be hard to find, so if you don't find them, don't worry.
