This was due to the fact that my external drive has some kind of error. I downloaded the file to another drive and it was fine.
I downloaded GTA V from the PS3 vault and when I tried to extract it most files extracted correctly but the main game files that contain most of the games content (specifically EBOOT.BIN, part0.rpf, part1.rpf, part2.rpf, part3.rpf, part4.rpf, and ps3.rpf). Winrar and 7zip said that these specific files contain invalid data.
