Someone more versed in the way roms are compiled and such will have to help you with this more thoroughly but I read up on this a bit recently for someone else that asked this question. It seems to just be the way the format works for ps3 roms and I wasn't able to find out much else while searching google for answers.

I noticed the folder for PS3 games changed from decrypted folder to JB Folder, what do we do with the dkey that comes with it? Also what is the difference between the decrypted folder and the JB folder?
