Nothing needs to be installed (other than the emulator if it has an installer) and you just need the file itself and I think a set of bios for the pcsx2 emulator which should be in the emulation lair

So hit the download button and unzip the file wherever you want. I haven't used pcsx2 in a bit so the format might be off but essentially you just wanna go to file > open rom > then just open the path of neo rom in whatever folder you put it in. Game should run
