In most countries, yes. In some countries, I'd assume there aren't really laws on piracy like this.

Either way, I haven't ever heard of anyone getting arrested or fined for downloading games online.

I have read stuff, and people say its not.
But i'm not sure, would it NOT be considered piracy, and for what?
