I ran into this issue with certain games as well. If you're using PCSX2, you can fix this by going into the emulation settings and using the "Mostly Harmful" preset, which should force any game with the issue to run at a constant 60fps, it's worked for me so far

Hey all. I installed the PS2 from here and then downloaded ratchet and clank. The game loaded and everything was running smooth. Then when the game got to the point where I gain control of the character it runs really really slow motion. Any ideas?
