Does LICDIR and TROPDIR (PS3) files matter?

Recently i downloaded Devil May Cry 4, but it wouldnt start. When yiu launch the game it just shows blackscreen, the file i moved seems like its not corrupted because the files on the 7z are just the same. Only USRDIR, then i noticed the other ps3 games that i downloaded from here has LICDIR and TROPDIR file in all of them. P.S i use a jailbroken os3 with multiman. I'm still trying to fix it rn and will be replying updates about this. I hope you can help me too.
