A lot of PS1 games only use 1 track so they have only 1 BIN file. If you want to pack a multi BIN game into 1 file I would suggest converting it into a CHD file which should work with most emulators.
what i don't understand however is why they're not all packed into 1 bin file like how it is for most other ps1 games
