SNES9x issues

Does anyone know how to fix the issue with the SNES9x emulator where it says valid.ext not found when trying to open the emulator? This is on the 64bit version. I tried to download the other version and it tells me I don't have administrator permissions. I prefer this emulator over the other one and would like to use it.
