You load Snes9x, you load a ROM, you find a code like from Vimm's Lair or Gamefaqs or Google, you go back to Snes9x, Right on the top bar is a tab called "Cheats", first one down there is "Game Genie, Pro Action Replay Codes" you click that. You enter the code, You label the code, you ignore the Cheat Address and New Value input boxes, You click the Add button, you check the box next to the code to activate it, you click OK, and you play the game.

Let's dumb it down in list form:
1. Load Snes9x
2. Load a ROM
3. Find a Cheat Code
4. Goto Cheats->Game Genie in Snes9x
5. Type in Code and Description
6. Press ADD
7. Click the box next to the code
8. Press OK
9. Play Game
