CPU doesn't speed up downloads, but if you have a weak enough CPU it will slow them down because the CPU processes the information.
But yeah, there's only so much bandwidth a single person can reasonably host for free this long. Amazon and Google can afford to give that speed, Vimm can't.

Your computer's hardware specs don't determine your download speed, only two things determine your download speed: how much download bandwidth your ISP can deliver, and how much upload bandwidth the server can deliver. The Vault's upload bandwidth in particular is less than a lot of large content delivery servers, so even if you can get 1 gigabit per second download speeds from places like Google or Amazon, you'll still probably only get 1 megabit at most here. Either be more patient or find another site with faster speeds.
