How is the reliability of user upload roms checked

If anyone can upload a rom, how can it be certain that it works properly? Or are the games/ roms/ isos in crowd sourced vaults checked one by one?
Every rom/ iso I have downloaed works perfectly, and I'm just wondering how that's the case when billy5 and tomfooler26 could just upload a corrupted rom.
