I guess it's Dragonball Z - Super Gokuuden Kakusei Hen.  The 1st one (Super Gokuuden Totsugeki Hen) was fan-translated as was the RPG card-game (Super Saiya Densetsu), but there isn't an english version of the one you're looking for.

There is a patch, but from what I hear it's very very very poor.
