I figured it out. Turns out the SSD I was using was formatted to Fat 32.
That's probably why. That's on me, but I think it's important to share this infomation with others. Make sure your SSD is not Fat32.

The downloads have been failing almost upon completion since yesterday. Before that, I have zero issues, but now I'm experiencing a problem where the downloads are 80% or 90% completed, then fails for no reason.
