Whoops! During the maintenance overhaul last weekend a module that is needed for shipping calculations wasn't moved over which made it impossible to place an order all week. The error has been fixed and everything is running smoothly again. For the future, a new shopping cart is in the works which better integrates the site inventory and PayPal as well. There's no hard estimate on when it will be ready though it currently has all the functionality of the current cart. It'll be run through lots of testing after the new features are added and will probably go live in January or February. If people like the new cart it may also be made available for free with limited functionality, or by subscription with full functionality.
