The download script has been made a little smarter. If one download queue is full and another is not full the script will borrow a download slot from the emptiest queue. For example, if people are waiting in line to download a manual but nobody is currently downloading a NES ROM, the script will borrow a slot from the NES ROM download queue to allow an additional person to download a manual. This should help balance the spurts of download traffic that is often seen and result in shorter lines when the server is not operating at capacity. If that still doesn't make any sense, smarter script = shorter wait.
