The game is Tom Clancy's Rainbow Six with Eagle Watch Missions (USA). When you start a mission, the briefing flashes but isn’t game breaking. But when you get to the planning phase, the lack of a “mouse cursor” makes that part of the game unplayable.
Interestingly, I just tested the serial, rogue spear, and it works great so far!

may I ask,which rainbow six game were you trying to play on dreamcast? so I can play it a bit to see if it a emulator issue.
