I think it's Valis.  It's in the Vault.  If not that maybe Valis III.  If not that maybe Syd of Valis (Valis 2).

Also, i forgot to add that the graphics where made to resemble japanese anime (chibi style) and that it was a side scroller. (Think of the first castlevania)
