Yep, those E-Bay pics looks pretty much like a Japanese machine. Note the Thexder-style pics on the machine and Japanimation-like use of color.
The vendor is right in saying this is a rare find, as the Japanese Afterburner release didn't become even half as popular as the U.S. "II" release. Another company even got away with releasing an Afterburner arcade game of their own, which only added to the Afterburner 1 confusion. You can find the MAME ROMs for both of the arcade Afterburner 1 releases at ROMNation.NET.

Yeah I think you're right about there not being an Afterburner III for the Arcade. I think the fact that Afterburner II came both Upright and Full cabinet (Not to mention the pics from the link below doesn't say "II" anywhere on it!) confused me.
