Yes, but the 360 vault was added roughly in line with the 2 generations old policy and not the discontinuation of the console (which is still technically supported due to the way Xbox Live compatibility works).
If it's because of emulators, there is this one called Vita3K that got a massive update last year that dramatically improved it.

The 360 vault was added six years after the 360 was discontinued, and the Vita was discontinued in 2019, so I would estimate 2025 at the earliest is when you'll see a Vita vault.
