That's a great setup, it should be able to run emulators as well as most PC games without issues, although I will warn you that you probably want some M.2 storage as well for the OS and software. The difference between solid state and mechanical storage in terms of load times is night and day. It's fine to use a big mechanical drive for your game library, but you don't want to have to boot from it if you can avoid it.
If you want to bring the price down even further, you could see if you can pick up some of the parts used instead of new. I would avoid used storage or power supplies, but everything else is usually safe to buy used.
