RPCS3 has been in development for two years longer than Xenia. I don't know how reliable a metric Github commit statistics are for this purpose, but from a cursory glance it would seem RPCS3 has had more consistent development than Xenia as well.

MGS4 can run pretty well on PCs now, provided you follow RPCS3's compatibility guide for the game.

Deploying textures on RPCS3 is mostly a one-time up front thing. While it can be slow, it's way faster than installing the game on an actual PS3.

I don't know what Xenia does for textures, it could be something with how they've coded the engine, but it does seem to have its own issues. Many games just don't run as well on that emulator, and, unfortunately, it has a much lower compatibility rate as a result.
