The Action Replay them self are not owned by Nintendo and there for they do not own the software they made a Request to have something removed that they do not have a right to request to be taken down under the DMCA

Couldn't you get the codes from another site? Action Replay/ Game Shark / Game Genie ect. are available by themselves. The codes can be found on other sites.
