how does one even get in touch with people hosting these titles? i was setting up a nas with my personal copies but i feel like this hinders preservation in a major way.

You are free to host your own copies of the No-Intro, Redump, and/or TOSEC databases as others are doing already. If you have any specific questions about the software, hardware, legal issues, etc. you are free to ask them here, but I don't think this forum in particular is well suited to organizing such a project or finding volunteers. There are inherent trust and security issues that this platform cannot mitigate, being an anonymous clearnet forum that anyone can sign up for.
