Submissions will be implemented in time. If it's not in their database, then obviously it won't be in a copy of their database. I feel like adopting their policies would make a good starting point though.
Around a year ago I made a simple 60Hz patch for Super Bust-A-Move All Stars (a game that is in fact still available on Vimm's Lair).
You can in fact even still find the RHDN page on archive.org from (though the patch download didn't get archived) from before RHDN removed it because of their policy of not accepting "cheat code" hacks:

...but, when I go to the "ROM Hacks" part of this website, Super Bust-A-Move All Stars is not included in the drop-down menu for "Game Title".
