Data Crystal already has a good starting guide. Also, there's so, so many things you can do that it's hard to write a guide for everything. Did you have anything specific in mind? System, game, what kind of mod, etc... would all help.

Would love to see a guide on how to get started contributing to the ROM Hacking world. Maybe some tools, software, hardware, etc.
