I've had that issue before, it seems to be some misbehaving ad that obstructs the download button. Try reloading the page and clicking the download button quickly before the ads load in.
The only download limit is that you can only download one game at a time, and if you hit that limit the download button still works but it leads you to a page that tells you to finish your previous download before starting a new one.

i tried to download some Xbox Classic ISOs. But after two downloads i can't download any further. The download-Button is not reacting to my click. Is there a download limit?
