If it were solely an emulator or game issue then everyone would be having the same problem as you. I didn't use any tweaks or config changes either, the game worked for me with a default PCSX2 install. If re-downloading the game and using a clean up-to-date install of PCSX2 doesn't work for you, I would suspect either a hardware issue or a driver/OS issue.

Apparently I'm not the only person to encounter this specific problem with this specific game, and what little I've been able to find seems to suggest it's either a compatibility problem unique to this games (since the Jak games were all stretching the hardware past its limits even for its time) or suggest it's a PCSX2 issue.
Will try downloading again + your fix, see what happens with both.
