Are you sure it's not the emulator's fault? PCSX reARMed isn't the most compatible emulator out there. Have you tried the game in more compatible emulators, such as DuckStation or Mednafen?
Been stuck on this one for a few days, here goes.
Been trying to run this game on the only emulator I could find that runs on my Smart TV. ("Retro Games", which uses all the BIOS files for PCSX reARMed, plays my other games perfectly fine.) I always, ALWAYS, get past the servbot opening logo animation, make it to the loading screen, then get stuck there for an eternity. I tried everything, merging the two separate tracks, downloading from multiple sources, triple-checking the cue files if they name every .bin correctly. Same thing. I'm so sick of that swimming pool.
Closest lead I have is scanning the files on CDmage for corruption, lo and behold, it detects two corrupted sectors in the file "TITLE00.XA" which I assume is the title screen. I tried repairing the sectors on CDmage, it can't. Rebuilding them on CDmage claims to lower threat level but still nothing. I even tried manually typing the sector numbers on ECCRegen and regenerating them. Still the same.
What could the problem be? There's a locked question thread on this site that had my exact same problem, but the OP didn't say how they fixed it.
