To be fair, in this era they'd often just cut the translation down to fit even if it didn't make sense. Just look at Zelda II or Castlevania II with their infamously inscrutable English translations.
Now that you mention it, I wonder if limited memory must be the issue why they couldn't release this game to English at the time? the Game Boy version was released in English instead probably had more memory than the Nes? or another case must be the popularity of the handheld at the time?
