It is still possible to make digital purchases on the PS3 through the PSN wallet workaround, and the content still exists at the moment, although who knows when it will be down for good. NoPayStation still works as well.
There are no workarounds for purchasing 360 digital content, however previously purchased content can still be downloaded at the moment.
The vast majority of "missing" DLC is DLC that does not actually download files to your system, but instead unlocks server-side content (mostly in multiplayer games). Anything server-side cannot usually be preserved from the client side (barring cases of major server-side security flaws leading to leaks).
While it is unfortunate that (as far as I am aware) there are no comprehensive lists of DLC and update patches to compare archives against, I do think No-Intro has the vast majority of exclusive digital content for both PS3 and 360 archived and cataloged, even if many of the dumps remain unverified.

if you need it now, you can go to Myrient for PS3 and Xbox 360 dlc, an retrogametalk for psp dlc. sadly i think more DLC type content from those are lost through time. it was not only much more difficult to preserve DLC at the time , but there was not lists saying which games had DLC an listing all the DLC for that game and people did not go out an buy up all the DLC for games before the servers went down.
