oh, thanks. The .sbi works for me on retroarch on PC but i dont think the PS3 has support for it

The problem is not the file. Vimm checks all disc-based ROMs against Redump's database of known good disc dumps. As such, you can only upload ROMs that are missing from Vimm.
Speed Freaks is one of many PSX games which includes a form of DRM called LibCrypt. If you are not knowledgable in ripping PSX games, you will not get a working copy of the game even by ripping your own disc.
Notably, Speed Freaks is one of the many PSX games where the NTSC version did not include LibCrypt, which is probably why Speed Punks works while Speed Freaks doesn't.
If you had tried DuckStation or either of the cores based on it on RetroArch, it would have told you this and told you that you're missing the SBI file required to properly decode LibCrypt games. For what it's worth, Vimm should absolutely be including the SBI files alongside LibCrypt games.
