I don't know what you mean by "empty". There are only three missing PS3 games in the PS3 vault:

If you have an ISO of one of these titles that matches the hash signature for the game on Redump, then you can upload your copy.

If you have a game that is not yet verified on Redump, then you should submit the game to Redump first and then if they verify it you will be able to upload it here.

If your ROMs are for PSN digital exclusives, then those are not included in the PS3 vault at the moment.
