ya i was pretty sure disc 2 on silver box is just bonus disc. i think its more the shock how they got 2 disc game on 1 disc
From what I can find online, it seems that the Silver Box version did include all the game content on disc 1. I do not know how that was possible myself. No idea if it needed a download or not.
