You just need to jailbreak it and install custom firmware. .dec.iso files are pre-decrypted ISO dumps, and they can be run on a PS3 with any backup manager.

you probably won't be able to answer this, given this is a question about playing said files on an actual ps3, but is it possible? i can't find anything else online about it, and i'm really curious.
