Can't find much on the usual spots. The most I see is a post on eab.abime.net where a user tells another asking about the FMV rom to check their PMs for a link, so you might want to take a chance posting there.
Should be titled amiga-ext-310-cd32-fmv.rom or something similar. While CD32 games boot fine without it, some games do take advantage of it to render FMV. I do recall a long time ago having this file, but it was on an old computer I no longer have. Very hard to find, have scoured google and internet archive and the amiga ftp on https://eab.abime.net/showthread.php?t=43633
