They are manufacturing revision numbers physically printed on the discs themselves. What they signify is generally unknown to the public, and when there are differences, they tend to be extremely minor. The differences between retail versions of Sonic CD differ only on Track 13, which is an audio track, and from what I can tell, these differences are very small and probably not noticeable during gameplay.
Hello guys, I spent some time Googling and don't think I got a definitive answer: what exactly does the "(RE)" tag mean? Related, the "(RE125)" tag for Sonic CD.
