Ares is the best NGP(C) emulator, and there's also a Mednafen libretro core for devices you can't get Ares on. The Internet Archive has a bunch of NGP(C) romsets, just search for "Neo Geo Pocket" and you'll find them.

Could someone please locate and add the ROM for Sonic Pocket Adventure?
And the emulator for the Neo Geo Pocket?
It was released for the Neo Geo Pocket back in December 1999.
